DOHA: The Supreme Council of Health (SCH) yesterday launched the Qatar Health Facilities Master Plan (QHFMP) allowing some new private hospitals that were given initial approval to go ahead with their construction plans.

Work on these hospitals had been put on hold for the past couple of years, awaiting the launch of the master plan that redefines the healthcare requirements of the country, in terms of the number of facilities and their geographical distribution.

The master plan envisages construction of 48 new healthcare facilities in the country by 2020. Of these14 are to be established between 2014 and 2016 and the remaining by 2018-2020. Eight diagnostic and treatment centres are planned between 2014 and 2016, one general hospital, one specialised hospital, two long term care facilities and expansion of four hospitals by 2019.

“Some hospitals were stopped in the past couple of years to prevent them from being built in the wrong scale and wrong place,” Dr Faleh Mohamed Hussain Ali, Assistant Secretary General for Policy Affairs, SCH told a news conference yesterday.

“We gave an opportunity to the private sector to give their suggestions on new health projects. We will study the feasibility of these projects, based on services, financing and the requirements of the country,” he added.

He also said that SCH is expecting more applications from the private sector to build healthcare facilities. The new master plan will assure that private and public healthcare facilities are located at the right place, developed at the right scale and will provide quality services to the whole population of Qatar. .

To approve a new private or public healthcare facility, QHFMP together with other specialized committees such as Capital Expenditure Committee and Qatar’s Certificate of Needs or ‘QCoN’ will assess the requirements. A team will assess whether the proposed facility meets population needs as reflected in the QHFMP. This will be followed by an assessment of whether it should be approved and/or funded through the Capital Expenditure Committee. This will be the initial approval before getting license and accreditation.

“QHFMP will ensure that infrastructure spending correlates directly to the needs of the population and the greater model of care,” said Dr Faleh.

QHFMP is a 20-year blue print of the future healthcare facilities in Qatar until 2033 with a five-year Action Plan 2013-2018. According to QHFMP, the country needs 48 healthcare facilities between 2014 and 2020.

QHFMP aims at making easy access to healthcare by everyone in Qatar, enabling a high degree of specialisation for secondary and tertiary hospital care, supporting mental health service development and preventive public health, enhancing community care, continuity of care and rehabilitation, according to Awn Sharif, Manager of Health Care Facility Planning, Health Planning and Assessment Department, SCH.

QHFMP is the final output from National Health Strategy ‘Health Infrastructure Master Plan.’
